(1) Many thanks for your msg ( ATTACHMENT I below) in response to the Reference (a) above.

(2) Our planned ÒGlobal Lecture Hall (GLH)Ó videoconference on the occasion of the Global Early Warning System (GEWS) conference at the Stevens Institute of Technology on April 18th will have participants from selected countries of the Economic Community Of West African States (ECOWAS), which are listed in the last page of the Reference (c) above.

(3) According to Victor and Mool, their ÒAfrica Coast to Europe (ACE)Ó ultra high speed (5 tera) optical fiber submarine cable has already landed to the following countries;

Gambia,
Sierra Leone,
Liberia,
Ghana

Nigeria — from this coming July,
Benin — by the end of 2013


I wonder if this will compare the effectiveness of broadband in former group with narrow band of the latter during our GLH on April 18th.

(4) According to Michael, the minimum speed of the participants has to be
28.8 kbps speed or above (Broadband connection is HIGHLY recommended) -- see ATTACHMENT II below.

(5) As mentioned in the Reference (d), we have been advocating the deployment of broadband Internet with optical fiber-net connecting various African countries — hopefully with the use of the Japanese ODA fund in addition to the US$ 4 billion pledged by them for the construction of traffic highways.  If succeeded, this may also help your Megaconference project, too.

(6) Pls feel free to contact anything about the network connections of ACE to Victor and Mool, GLORIAD to Greg, and videoconferencing to Michael.
